Poll: Even science doubters say world is warming

WASHINGTON (AP) ? Nearly 4 out of 5 Americans now think temperatures are rising and that global warming will be a serious problem for the United States if nothing is done about it, a new Associated Press-GfK poll finds.

Belief and worry about climate change are inching up among Americans in general, but concern is growing faster among people who don't often trust scientists on the environment. In follow-up interviews, some of those doubters said they believe their own eyes as they've watched thermometers rise, New York City subway tunnels flood, polar ice melt and Midwestern farm fields dry up.

Overall, 78 percent of those surveyed said they thought temperatures were rising and 80 percent called it a serious problem. That's up slightly from 2009, when 75 percent thought global warming was occurring and just 73 percent thought it was a serious problem. In general, U.S. belief in global warming, according to AP-GfK and other polls, has fluctuated over the years but has stayed between about 70 and 85 percent.

The biggest change in the polling is among people who trust scientists only a little or not at all. About 1 in 3 of the people surveyed fell into that category.

Within that highly skeptical group, 61 percent now say temperatures have been rising over the past 100 years. That's a substantial increase from 2009, when the AP-GfK poll found that only 47 percent of those with little or no trust in scientists believed the world was getting warmer.

This is an important development because, often in the past, opinion about climate change doesn't move much in core groups ? like those who deny it exists and those who firmly believe it's an alarming problem, said Jon Krosnick, a Stanford University social psychologist and pollster. Krosnick, who consulted with The Associated Press on the poll questions, said the changes the poll shows aren't in the hard-core "anti-warming" deniers, but in the next group, who had serious doubts.

"They don't believe what the scientists say, they believe what the thermometers say," Krosnick said. "Events are helping these people see what scientists thought they had been seeing all along."

Phil Adams, a retired freelance photographer from Washington, N.C., said he was "fairly cynical" about scientists and their theories. But he believes very much in climate change because of what he's seen with his own eyes.

"Having lived for 67 years, we consistently see more and more changes based upon the fact that the weather is warmer," he said. "The seasons are more severe. The climate is definitely getting warmer."

"Storms seem to be more severe," he added. Nearly half, 49 percent, of those surveyed called global warming not just serious but "very serious," up from 42 percent in 2009. More than half, 57 percent, of those surveyed thought the U.S. government should do a great deal or quite a bit about global warming, up from 52 percent three years earlier.

But only 45 percent of those surveyed think President Barack Obama will take major action to fight climate change in his second term, slightly more than the 41 percent who don't think he will act.

Overall, the 78 percent who think temperatures are rising is not the highest percentage of Americans who have believed in climate change, according to AP polling. In 2006, less than a year after Hurricane Katrina devastated New Orleans, 85 percent thought temperatures were rising. The lowest point in the past 15 years for belief in warming was in December 2009, after some snowy winters and in the middle of an uproar about climate scientists' emails that later independent investigations found showed no manipulation of data.

Broken down by political party, 83 percent of Democrats and 70 percent of Republicans say the world is getting warmer. And 77 percent of independents say temperatures are rising. Among scientists who write about the issue in peer-reviewed literature, the belief in global warming is about 97 percent, according to a 2010 scientific study.

The AP-GfK poll was conducted Nov. 29-Dec. 3 by GfK Roper Public Affairs and Corporate Communications. It involved landline and cellphone interviews with 1,002 adults nationwide. Results for the full sample have a margin of error of plus or minus 3.9 percentage points; the margin of error is larger for subgroups.

The latest AP-GfK poll jibes with other surveys and more in-depth research on global warming, said Anthony Leiserowitz, director of Yale University's Project on Climate Change Communication. He took no part in the poll.

When climate change belief was at its lowest, concerns about the economy were heightened and the country had gone through some incredible snowstorms and that may have chipped away at some belief in global warming, Leiserowitz said. Now the economy is better and the weather is warmer and worse in ways that seem easier to connect to climate change, he said.

"One extreme event after another after another," Leiserowitz said. "People have noticed. ... They're connecting the dots between climate change and this long bout of extreme weather themselves."

Thomas Coffey, 77, of Houston, said you can't help but notice it.

"We use to have mild temperatures in the fall going into winter months. Now, we have summer temperatures going into winter," Coffey said. "The whole Earth is getting warmer and when it gets warmer, the ice cap is going to melt and the ocean is going to rise."

He also said that's what he thinks is causing recent extreme weather.

"That's why you see New York and New Jersey," he said, referring to Superstorm Sandy and its devastation in late October. "When you have a flood like that, flooding tunnels like that. And look at how long the tunnel has been there."

94% The House I Live In

All Critics (53) | Top Critics (18) | Fresh (49) | Rotten (3)

"The House I Live In" leaves you shaking your head in deadened wonder at the waste of it all.

The House I Live In is a work of journalism, not propaganda: Jarecki has done his research and leaves it to you to decide what to make of it.

If [it] takes a while to focus, it eventually becomes the conversation starter the subject desperately needs.

Jarecki takes a highly original approach to create a compelling, thought-provoking look at a highly relevant and controversial topic.

An absorbing, disturbing sit.

It's a film as profoundly sad as it is enraging and potentially galvanizing, and it's one of the most important pieces of nonfiction to hit the screen in years.

The ambitious look at the drug problem here offers a too simplistic view that demands a more critical and more inclusive look.

What this film argues, pretty convincingly, is that the war on drugs is much worse than a failure. It argues that it is tearing our society apart.

Jarecki makes clear that all our efforts and investments in fighting the War on Drugs haven't yielded any real success, only ruined lives, families and communities. There comes a point in any war where it becomes important to ask: Is it worth it?

Expertly researched, brilliantly argued and masterfully assembled, it is also easily the documentary of the year.

One of the finest documentaries of the year, this involving film is lucid, sharply well shot and edited, and ultimately so important that it's rather terrifying to watch.

A wide-ranging examination of the futile, self-defeating "war on drugs" ...

One of the best documentaries out this year, and a must-see for Senate and Congress in America.

An angry and personal attack on America's war on drugs contends it is a grotesquely wasteful public-works scheme.

Jarecki is a stickler for sticking to his subject, or sub-subject, until it squeals like a leech victim.

Jarecki offers 100 small conclusions rather than one big one for you to take away.

This urgent and formidably smart movie - perhaps the year's most important political documentary - has opened minds and changed laws already.

Tells a complex story with troubling ease.

Persuasively argues that punitive laws against users have historically involved disproportionately targeting poor, non-white communities.

Jarecki's parade of experts and eyewitnesses is impressive, as are his arguments that race and class prejudice enter into the policing efforts of America's drug warriors.

Jarecki's conclusion is powerfully plausible

There's no confusion about Jarecki's point of view in The House I Live In- he's out to make the case that America's drug laws cause far more damage, to individuals and communities, than drug use ever has

The film deserves credit for offering a unique perspective on a relevant social issue.

Obama, Boehner have 'frank' talks as fiscal cliff looms

WASHINGTON (AP) ? Face to face with time running short, President Barack Obama and Republican House Speaker John Boehner negotiated at the White House on Thursday night in what aides called "frank" talks aimed at breaking a stubborn deadlock and steering the nation away from an economy-threatening "fiscal cliff."

There was no sign of movement, as evidence mounted that the White House was moving away from politically difficult cuts like increasing the Medicare eligibility age. But some Republicans, especially in the Senate, advocated yielding to Obama on tax rates on the wealthy but continuing the battle on other fronts.

An increasing number of Senate Republicans have been pressing to yield on the question of allowing top tax rates to increase on income over $250,000 for couples, while extending Bush-era tax cuts for everyone else. That reflects increasing resignation within the GOP that Obama is going to prevail on the rate issue since the alternative is to allow taxes on all workers to go way up when Bush-era tax cuts expire on Dec. 31.

"I think it's time to end the debate on rates," Sen. Richard Burr, R-N.C., said. "It's exactly what both parties are for. We're for extending the middle-class rates. We can debate the upper-end rates and what they are when we get into tax reform."

"He's got a full house and we're trying to draw an inside straight," Sen. Johnny Isakson, R-Ga., said. When it was observed that making a straight would still be a losing hand, Isakson said: "Yeah, I know."

No details were released about the Obama-Boehner meeting, though the use of the word "frank" by both sides to describe the talks suggested the president and the speaker stuck hard to their opposing positions.

The meeting came shortly after Obama suggested that the sluggish pace of deficit-cutting talks between the administration and congressional Republicans was a result of a "contentious caucus" of GOP lawmakers who were making it difficult for Boehner to negotiate.

Boehner saw it differently. He said earlier in the day: "Unfortunately, the White House is so unserious about cutting spending that it appears willing to slow-walk any agreement and walk our economy right up to the fiscal cliff."

Boehner remains caught between a tea party faction and more pragmatic Republicans advising a tactical retreat. He dodged two questions on whether he would consider a legislative minuet that would allow for Obama's proposal on higher tax rates for upper earners to proceed despite GOP opposition to the idea. Such an approach was employed by then-Speaker Nancy Pelosi, D-Calif., when funding military operations in Iraq and Afghanistan when Democrats controlled Congress but President George W. Bush occupied the White House.

Thursday night's meeting was the two men's second face-to-face encounter in five days as they seek to find an agreement that avoids major tax increases and across-the-board spending cuts scheduled to kick in in January. Also attending were Treasury Secretary Timothy Geithner and Obama's chief congressional lobbyist, Rob Nabors.

Before the meeting, Boehner accused Obama of dragging out negotiations. Obama is insisting on higher tax rates for household incomes above $250,000 to cut federal deficits; Boehner says he opposes higher rates, though he has said he would be willing to raise tax revenue instead by closing loopholes and deductions.

Obama, in an interview during the day with WCCO-TV in Minneapolis, said that the notion of not raising taxes "has become sort of a religion for a lot of members of the Republican Party. I think Speaker Boehner has a contentious caucus, as his caucus is tough on him sometimes so he doesn't want to look like he's giving in to me somehow because that might hurt him in his own caucus."

While the impasse over the president's demand for higher tax rates continues to be a main obstacle in negotiations, Boehner complains that the president refuses to offer spending cuts to popular benefit programs like Medicare whose costs are rapidly rising.

The White House has pointed out that it has offered about $600 billion in specific savings over the next decade, including about $350 billion in spending reductions in health care programs such as Medicare.

Meanwhile, one of Obama's top Senate allies said Thursday that an increase in the Medicare eligibility age is "no longer one of the items being considered by the White House" in negotiations.

Sen. Dick Durbin told reporters that he did not get the information directly from the president or the White House. But as the Senate's No. 2 Democrat, Durbin is regularly apprised of the status of negotiations by key players such as Majority Leader Harry Reid, D-Nev.

Senior White House aide Gene Sperling briefed Senate Democrats on the talks Thursday and declined to tell them whether the administration was taking the issue off the table, said a senator who was present. That senator spoke only on condition of anonymity since he was not authorized to describe a meeting that was confidential.

Increasing the eligibility age, currently 65, is a key demand by Republicans seeking cost curbs in popular benefit programs in exchange for higher tax revenues.

Durbin's comments on the Medicare eligibility age were surprising, since negotiators including Reid have been careful to not preclude the possibility of agreeing to such an increase ? perhaps as a late-stage concession in a potential deal between Obama and Boehner.

Particularly noteworthy were comments by Sen. John Cornyn of Texas to Politico.com, in which Cornyn, soon to be the No. 2 Senate Republican, said, "I believe we're going to pass the $250,000 and below sooner or later, and we really don't have much leverage" because those rates are going to expire anyway on Dec. 31.

The willingness of Cornyn to voice such sentiments raised eyebrows since he's a top confidant of Senate Republican leader Mitch McConnell of Kentucky, who keeps a tight rein on the Senate GOP caucus. Neither McConnell nor Cornyn are prone to firing half-cocked.

Still, any GOP plan B to surrender on upper income tax rate would leave unaddressed a bunch of other issues, especially $109 billion in automatic across-the-board spending cuts to the Pentagon and domestic programs that would start to take effect in January. The alternative minimum tax needs to be addressed or else millions of middle- to upper-income taxpayers will face higher tax bills, while doctors face sharp cuts in their Medicare reimbursements.

A number of tax breaks for businesses are also set to expire, including write-offs for investments in equipment and research and development.

BRIDGEPORT, Conn.,?? With only days remaining until WWE TLC: Tables, Ladders & Chairs, Ryback set out to destroy experienced two-time WWE Champion Alberto Del Rio and send a message to The Shield. Also, 3MB battled the high-octane duo of Justin Gabriel & Tyson Kidd in an impromptu 3-on-2 Handicap Match.

Ryback def. Alberto Del Rio (PHOTOS | WATCH)

Before the contest got underway, Ricardo Rodriguez made his way to the ring and rather than give his patented ring introduction for Alberto Del Rio, he offered a video tribute for his favorite WWE Superstar (WATCH). As the celebratory video of The Mexican Aristocrat began running down a laundry list of his superior qualities, however, it was interrupted by three simple words that have taken WWE by storm: ?Feed Me More!?

Ryback had enough of the Del Rio?praise and made his way to the ring. Of course, this only upset the Mexican Superstar, who entered Bridgeport, Conn.?s Webster Bank Arena ready to teach his opponent a lesson in respect. Most of the time, WWE Superstars display some trepidation before entering the squared circle with Ryback, but Del Rio was so disgusted with the audacity of his opponent that his arrogance and overconfidence outweighed any fears he might have of Ryback?s sheer power.

When the opening bell sounded, Ryback faced a true test in his young and dominant career. Del Rio ? a legend in Mexico ? is a wise and shrewd tactician; a full-on show of strength would be a fool?s folly against a Superstar of Del Rio?s caliber. Nonetheless, Ryback?s powerful abilities certainly played in his favor.

The battle between the crafty veteran and powerful rookie was certainly a textbook example of agility vs. power. Del Rio?s offense was aggressive, knowing full well he had to keep his monstrous adversary on the defensive as often as possible. But as The Mexican Aristocrat discovered early in the bout, Ryback?s entire arsenal is based purely on strength.

Displaying both his cunning and experience, Del Rio managed to pin Ryback?s arm between the steel steps and the ring post. With his opponent trapped, the two-time WWE Champion kicked the steps, hoping to soften up Ryback for a Cross Armbreaker. Throughout the contest, The Mexican Aristocrat focused on Ryback?s arm, using his agility and lucha libre abilities to counter many of Ryback?s maneuvers and to keep the pressure on his opponent?s limb.

Though if there is one thing the WWE Universe has learned about Ryback over the course of 2012, it?s that not only is his power impressive, but also his resilience is equally as extraordinary. The hungry Superstar continued to fight and overpowered his opponent as Del Rio set up for his patented Cross Armbreaker.

Being slammed into the turnbuckle left The Mexican Superstar reeling, and with the WWE Universe chanting, Ryback hit the Meathook clothesline before executing Shell Shocked on Del Rio to pick up arguably his most impressive victory to date.

Following the match, Matt Striker asked Ryback about teaming with Team Hell No in their battle against The Shield at WWE TLC. When asked if he could coexist with Daniel Bryan and Kane, Ryback responded, ?Yes! Yes! Yes!? (WATCH)

Stocks edge higher as Fed ends two-day meeting

(AP) ? Stocks edged higher, extending a winning streak, as investors awaited news on whether the Federal Reserve will announce more bond purchases to stimulate the U.S. economy. Wall Street also watched for developments from budget talks in Washington.

The Dow Jones industrial average was up 13 points at 13,262 as of 10:50 a.m. in New York. The Standard and Poor's 500 was up two points at 1,432. The Nasdaq composite was up 0.2 points at 3,022.

The U.S. central bank is expected to announce a revamped bond-buying plan at the end of a two-day policy meeting Wednesday to help hold down interest rates and encourage borrowing. The expectation is that the Fed will unveil a program Wednesday to buy $45 billion a month in long-term Treasurys. That would replace a program that expires at the end of the year.

In Washington, lawmakers are still trying to reach a deal to avoid the "fiscal cliff," a series of sharp tax increases and spending cuts that will hit the economy in January if Congress and President Barack Obama are unable to thrash out an agreement to reduce the U.S. budget deficit.

House Speaker John Boehner and Obama spoke on the phone Tuesday, a day after the president offered to reduce his initial demand for $1.6 trillion in higher tax revenue over a decade to $1.4 trillion. Obama continues to insist that much of the revenue comes from raising top tax rates on the wealthy.

Both the Dow and the S&P have advanced for the past five days as optimism increased that a deal can be struck. The S&P is trading at its highest in five weeks and has now erased all of its post-election losses. Stocks fell immediately after the vote Nov. 6 on concern that a divided government would struggle to resolve the budget issue.

"There's some optimism that we are going to have some sort of an agreement on the cliff before December 31," said JJ Kinahan, Chief Derivatives Strategist for TD Ameritrade. More Fed stimulus is "pretty much mostly priced in," he said, because policymakers would be unlikely to risk disappointing market expectations given the concerns about the unresolved fiscal situation.

Chemicals giant DuPont advanced 81 cents to $44.48 after the company unveiled plans to buy back up to $1 billion of its shares next year and said that profit for this year will reach the high end of its forecasts.

The yield on the 10-year Treasury note was little changed 1.66 percent.

Other stocks making big moves:

?Eli Lilly and Co. fell $1.57 to $49.03 after the Indianapolis drugmaker it will conduct the additional, late-stage study of its possible Alzheimer's treatment solanezumab. The move delays a regulatory decision on a drug that flashed potential to help patients with mild cases of the disease.

?Health insurer Aetna Inc. rose $1.93 to $46.40 after the company said late Tuesday that it expects sales and profit to grow next year.

Visit NBCNews.com for breaking news, world news, and news about the economy

Expert advice for what to do when you face unruly kids on a place, noisy hotel room neighbors, and other dilemmas on the road.

1. What do you do when there is a shared armrest on your flight?

A. Airplane etiquette says that the middle-seat passenger has rights to both inner armrests. If you think about it, it makes sense?aisle and window passengers are guaranteed at least one armrest.

Related: America?s Rudest Cities

2. How do you handle noisy hotel room neighbors?

A. Don?t knock on their door and ask them to quiet down. Call the manager on duty. You want the hotel to be involved early on in case the culprit is uncooperative. And, don?t expect your neighbors to be moved?if you want quiet, you can request to be moved to another room.

3. If your taxi driver is reckless, what?s the best course of action, and do you need to pay him/her?

A. Don?t stay in the cab if you feel unsafe. Ask your driver to pull over. Pay the fare, but tipping is optional. You?ll also want to get the taxi or medallion number to report this unsafe driver.

4. What if you don?t like your wine at a restaurant? Is it okay to send it back even if it is fine wine, but not to your taste?

A. Speak up, and explain why you don?t like it. But, don?t judge too early?keep in mind that sometimes wine needs time to open up.

5. What do you do if you?re stuck in a seat by noisy children or kids kicking the back of your chair?

A. Assess the situation. If the parent is clearly working to fix the situation, then hopefully things will improve. If the parents aren?t doing anything, you might politely say to the parent something like, ?I know they?re kids and I understand it isn?t easy, but if there?s anything you can do to keep the noise level/kicking down, I would really appreciate it.? If you?re on a plane and you?re not comfortable saying something directly, you can see if a flight attendant can assist.

6. Should you go first when entering a revolving door?

A. It may seem counterintuitive, but you should go first. Since the door requires some pushing, it is polite to go first and give the door a push to help along the next person.

Hurtling towards the fiscal cliff?

WASHINGTON (AP) ? Taking little time to celebrate, President Barack Obama is setting out to leverage his re-election into legislative success in an upcoming showdown with congressional Republicans over taxes, deficits and the impending "fiscal cliff." House Speaker John Boehner says Republicans are willing to consider some form of higher tax revenue as part of the solution ? but only "under the right conditions."

All sides are setting out opening arguments for the negotiations to come.

Even before returning to Washington from his hometown of Chicago, Obama was on the phone Wednesday with the four top leaders of the House and Senate ? Boehner included ? to talk about the lame-duck Congress that convenes just one week after Election Day.

Without a budget deal to head off the fiscal showdown, the nation faces a combination of expiring Bush-era tax cuts and steep across-the-board spending cuts that could total $800 billion next year. Economists have warned that could tip the nation back into recession.

Vice President Joe Biden, flying to his home in Delaware from Chicago, told reporters aboard Air Force Two that the White House was "really anxious" to get moving on the problem. He said he'd been making a lot of calls and "people know we've got to get down to work and I think they're ready to move." He didn't identify whom he'd been speaking with but predicted the "fever will break" on past legislative gridlock after some soul-searching by Republicans.

The White House held out this week's election results as a mandate from voters for greater cooperation between the White House and Congress. At the same time, it reiterated Obama's top priorities: cutting taxes for middle-class families and small businesses, creating jobs and cutting the deficit "in a balanced way" ? through a combination of tax increases on wealthier Americans and spending cuts.

Obama told the congressional leaders he believed "the American people sent a message in yesterday's election that leaders in both parties need to put aside their partisan interests and work with common purpose to put the interests of the American people and the American economy first," the White House said in a statement.

Senate Majority Leader Harry Reid, D-Nev., channeled Obama in calling for a quick solution to the fiscal showdown and saying that asking "the richest of the rich" to pay more should be part of the equation. He added that he'd "do everything within my power to be as conciliatory as possible" but added, "I want everyone to also understand you can't push us around."

"Waiting for a month, six weeks, six months, that's not going to solve the problem," Reid said on Capitol Hill. "We know what needs to be done. And so I think that we should just roll up our sleeves and get it done."

Former Senate Democratic leader Tom Daschle said the postelection congressional session offers a good chance to reset the dynamics between the White House and congressional Republicans in search of compromise.

"I think there's the urgency of the matter that probably goes beyond anything we've seen to date," he said. "The urgency of the repercussions of driving off the cliff are so grave that I can't imagine that failure is an option."

Both Biden and Reid pointed to election exit poll results showing that most Americans support higher taxes on the wealthy.

Biden said there was "a clear sort of mandate about people coming much closer to our view about how to deal with tax policy," adding that "there's all kinds of potential to be able to reach a rational, principled compromise."

Boehner, for his part, said that for Obama to get support for new revenues, "the president must be willing to reduce spending and shore up the entitlement programs that are the primary drivers of our debt."

"We aren't seeking to impose our will on the president; we're asking him to make good on his 'balanced' approach," the Ohio Republican said on Capitol Hill.

The reference to a balanced approach to deficit reduction reflected Obama's campaign-long call for higher taxes on incomes above $200,000 for individuals and $250,000 for couples. That was something Boehner made plain he opposes.

The House speaker said conditions on higher taxes would include a revamped tax code to make it cleaner and fairer, fewer loopholes and lower rates for all, adding that "we're closer than we think to the critical mass needed legislatively to get tax reform done."

Boehner did not specify what loopholes House Republicans might consider trimming.

Obama spent a rare morning off Wednesday at his home on Chicago's South Side, then stopped off at campaign headquarters to meet privately with staff and thank them for their work in the long, grueling campaign. Workers climbed on top of desks to get a good look at the president.

Then Obama and his family flew back to Washington together on Air Force One. The president appeared to be in a good mood, racing younger daughter Sasha up the steps, then calling out "Come on slowpokes" to wife Michelle and older daughter Malia.

Art Education Blog for K-12 Art Teachers | SchoolArtsRoom: A ...

?

Tomorrow I am excited to?leave for Tucson for the Arizona Art Education Association Conference?where I will be giving three presentations, one of which is?on celebrating the Mexican Days of the Dead, November 1 and 2. One of the days of our SchoolArt/CRIZMAC Folk Art Extravaganza, held in July in Santa Fe, focuses on the Days of the Dead. I thought I would share one of the projects we do there that I will be introducing at the conference.

?

It starts with a skeleton head, 3-4 inches tall, here made of Model Magic (though other modeling compounds could be used). Permanent markers work well for color and beads, sequins, and other materials can be embedded in the form. Thread spools and clay tools can be used to add depth and texture.

?

Once the skull is complete, it is set aside to dry and work begins on the skeleton. White paper straws work well for this as they can be flattened and glued easily (Artstraws are available from art supply catalogs). In my art room, I would borrow the school's skeleton from the science lab and keep it in my room in October for reference. You could also provide diagrams of the skeleton to help students with bone placement. We started with the spine, added ribs and pelvis, then jointed arms and legs.

?

?

In Mexico, papier mache and clay skeletons appear for this celebration?dressed in clothes or uniforms that denote a profession, suggesting that all are equal in death and will meet the same fate (but lightheartedly!) I ask my students to do the same for their paper figures.

?

?

The Monarch butterfly wings are a nice touch here, since they spend the winter in Central Mexico thickly clustered in trees, arriving around the time of the Days of the Dead. This person forgot to add the lower part of the arms. Once the head is relatively dry, it can be glued on the skeleton.

?

?

Here is a wonderful example of extending the lesson. Happy Days of the Dead! November 1 and 2!

Outages, floods hit two New Jersey refineries; others restart

NEW YORK (Reuters) - The second-largest refinery on the East Coast has suffered "some" flooding and a power outage from Hurricane Sandy, while two smaller plants also lost power, as glitches threaten to slow the recovery in fuel supplies.

While the region's biggest plant, in Philadelphia, and several others were ramping up operations after escaping damage, other facilities, pipelines and terminals were struggling to restore supplies that had slowed to a trickle.

Phillips 66 said there was "some flooding in low-lying areas" of its 238,000-barrels-per-day Bayway, New Jersey plant, which had been shut on Monday as a precaution. The plant remains closed, the company said, and utility PSE&G said power was likely to be restored only in 24 to 48 hours.

News of trouble at Bayway, nicknamed the "gasoline machine" for its key role in supplying motor fuel to the New York City area, pared losses in gasoline futures, which had fallen by more than 2 percent as output recovered elsewhere.

Other power-related glitches also surfaced after the storm, which left more than 8 million customers without electricity.

As the storm moved north, a power outage shut Imperial Oil's 121,000-bpd Sarnia, Ontario refinery, but the company said it expected to restart units later in the day.

Hess Corp's 70,000-bpd Port Reading, New Jersey refinery, which had also shut ahead of Sandy, lost power and had no time frame for restarting.

Colonial Pipeline, a conduit that supplies as much as 15 percent of the East Coast's 5.2 million bpd of gasoline, diesel and fuel demand from Gulf Coast refiners, said the line had suffered no operational damage, but it had lost power at its Linden, New Jersey tank farm. It is bringing in portable generators to resume pumping fuel back to the region.

The flooding at Bayway, which had been seen by experts as the most vulnerable to Sandy's record 13-foot (4-meter) storm surge and subsequent power outages, is a potential second nightmare for Phillips 66, which had struggled to restore its Alliance, Louisiana refinery after Hurricane Isaac in August. That storm pushed more than 2 feet of floodwater into the plant.

PHILLY PLANTS SEEN OK

Operations in the Philadelphia area appeared set to resume quickly. Philadelphia Energy Solutions' 330,000-bpd refinery, the biggest in the region, escaped damage and was restoring operations at the Point Breeze half of the plant that was shut, the company said, confirming an earlier Reuters report.

Industry group Genscape said its infrared cameras detected the restart of key crude and vacuum distillation units.

Delta Air Lines subsidiary Monroe Energy's 185,000-bpd Trainer, Pennsylvania plant continued operating through the storm, and was expected to reach full rates next week after a maintenance overhaul, a source said.

PBF Energy is expected to ramp up its Delaware City refinery after minimal run-cuts later on Tuesday, a source said. Genscape said it had detected elevated levels of flaring at the Delaware City facility overnight; IIR Energy said the plant experienced a minor power blip, but was expected to resume normal output as soon as weather permitted. PBF had also curbed rates at its 180,000-bpd Paulsboro plant in southern New Jersey.

The precautionary refinery closures were more widespread than during Hurricane Irene in August 2011, when only the Bayway plant shut completely.

John Auers, senior vice president and refining specialist at Turner, Mason & Co. in Dallas, said East Coast plants, even those near the water, are better protected from potential flood damage than those that suffered weeks-long outages on the Gulf Coast following Hurricanes Katrina and Rita seven years ago.

Even so, even minor flooding can be a concern and plants without sufficient on-site generators may have to wait for utilities to restore outside power. The largest risk may simply lie in restarting vast, intense equipment.

"You're talking about heating up oil to fairly high temperatures, putting it through processing units at high pressure," said Auers. "Anytime you interrupt that steady-state there is always the potential for issues."

The vast network of terminals and smaller pipelines that serves the region - seen as a potentially greater danger than refinery outages - was also being assessed.

NuStar Energy said it could not access its Linden, New Jersey terminal, while Magellan Midstream Partners said it would resume loading at two truck racks in Delaware and Connecticut later in the day.

DEMAND IN FOCUS

Barring major damage, most experts expected the region's fuel supplies could bounce back quickly after being almost completely halted ahead of Sandy, which came ashore on Monday evening with winds of up to 90 miles per hour (145 km per hour) and the storm surge, causing widespread power outages.

Benchmark New York gasoline futures prices, which rallied more than 6 percent ahead of the storm as traders feared a disruption in supplies, were still down 1 percent or three cents on Tuesday as the focus shifted to the likely cut in fuel consumption due to grounded flights and empty roads. U.S. crude oil futures rose slightly, reversing Monday's dip.

"For the moment you have a big black hole where there used to be oil demand," said Credit Suisse oil analyst Jan Stuart. He said 80 percent of the region's demand in the New York metropolitan area had been affected somehow.

"In the end, the demand deficit outweighs the supply deficit."

Airlines had canceled more than 15,770 flights in the past four days, flight-tracking service FlightAware said. Jet fuel consumption of an estimated 170,000 bpd at the three major New York area airports ground to a halt.

One trader offering to sell physical cargoes in the New York Harbor market found no buyers on Monday.

Major ports that supply the area with some 1 million bpd of imported fuel were starting to reopen. The Port of Boston opened without restrictions and was expected to unload a gasoline cargo later on Tuesday, an official said.

Chrome Remote Desktop comes out of beta, adds functionality to Chromebooks

After a year of living in beta, Chrome Remote Desktop is finally ready for primetime. Similar to other screen sharing services like LogMeIn and Splashtop, Chrome Remote Desktop lets you access other computers remotely. Of course, it is special to the Chrome browser, and by extension, the Chrome OS. The latest version of the app adds a couple of new features like a real-time audio feed for Windows users and the ability to copy-and-paste between remote and local computers. You can use this with any Chrome browser of course, but it could prove especially useful for those with Chromebooks, as you can easily communicate with a presumably storage-laden home PC while still toting around a lightweight notebook.

Can we be harmed after we die? - Business ethics and other thoughts

In the last few weeks two news stories have been particularly prominent. The first concerns the revelations that erstwhile national treasure Jimmy Savile was actually a predatory paedophile who took advantage of his position as a prominent broadcaster and charity fundraiser to sexually abuse women and children, particularly the vulnerable.

The second concerns cycling legend and seven times Tour de France winner Lance Armstrong, who has finally been exposed as orchestrating ??the most sophisticated, professionalized and successful doping program? in sport.

Both stories have traced the public fall from grace of two figures who not long ago were idolised. Both, in their different ways, are now widely despised.

There is one significant different between the two situations, however, and this is that Jimmy Savile died last year, while Lance Armstrong is still alive. The coincidence of their shamings bring into focus a tricky question concerning the nature of harm. There are many different accounts of what constitutes human well-being, but on?many of them an individual must be alive in order for their life to go better or worse ? once you are dead, nothing can harm you.

Such accounts rely on the seemingly unobjectionable thought that if an event in no way affects the experiences that the individual has, then it cannot plausibly harm them. Examples of such approaches include hedonistic theories of well-being that focus on experiences of pleasure and pain, theories that have, for example, underpinned well known theories of ethics such as Mill?s Utilitarianism.

On this account, Lance Armstrong has suffered significant (deserved) harm from the revelations about his behaviour, while Jimmy Savile has not. Another way of putting it would be that Savile ?got away with? his (alleged) crimes.

But is this entirely true? These two examples provide an interesting case study for what is known as the ?posthumous harm thesis?, the idea that individuals can, in fact, be harmed after they are dead (for more on this, see section 3 here). One way to support this thesis would be to base well-being and harm in the extent to which an individual?s desires are satisfied, and further to claim that such desire satisfaction is still significant posthumously ? it is perfectly possible, for example, for someone to desire when alive that they will be remembered fondly when dead.

There are of course objections to these claims, in particular the Epicurean challenge that, roughly, an event can only affect us causally but that we do not exist to be affected when we are dead, and an event cannot causally affect something in the past (us while we were alive).

This is a pretty compelling objection. Yet we can also make an argument that the value of a life for that individual should be assessed as a whole, standing back from any particular temporal position. And if we do that, then it is not clear that the event occurring after death is so irrelevant to how well their life has gone for them.

It is certainly tempting to think that, for Jimmy Savile, life has gone very badly over the last few weeks, even though he is dead. And therefore he did not, entirely, get away with it.
