No anthrax vaccine testing on children _ for now

(AP) ? Should the anthrax vaccine be tested in children? It will be a while longer before the government decides.

An advisory board said Friday that ethical issues need to be resolved ? but if that can be accomplished the vaccine can be tested in children to be sure it's safe and to learn the proper dose in case it's needed in a terrorist attack.

Because of concerns that terrorists might use the potentially deadly bacteria, the government has stockpiled the vaccine. It has been widely tested on adults but never on children.

The question is whether to do tests so doctors will know if children's immune systems respond to the shots well enough to signal protection. The children would not be exposed to anthrax.

The National Biodefense Science Board said Friday a separate review board should look into the ethical issues of doing such tests in children. If that is completed successfully, the panel, said, the Department of Health and Human Services should develop a plan for a study of the vaccine in children.

How to protect young people after an anthrax attack is a challenging issue, said Dr. Nicole Lurie, a member of the board and assistant secretary for preparedness and response at the Public Health Service. "Protecting children still stands, for me, among the most important responsibilities that we have as a nation."

The board gives advice to the Department of Health and Human Services on preparations for chemical, biological and nuclear events. Its vote was 12-1.

There is no deadline for the government to decide whether to go along. And if it does agree, it's not clear how much time it would take to find money for such research and get clearance from review boards at medical centers that would conduct studies.

Another big question is whether parents would sign up their children to test a vaccine when there is no immediate threat. It's not possible to get anthrax from the vaccine, but there are side effects. In adults, shot-site soreness, muscle aches, fatigue and headache are the main ones, and rare but serious allergic reactions have been reported.

Anthrax is among several potential bioterror weapons and is of special interest because it was used in letters sent to the media and others in 2001, claiming five lives and sickening 17. That prompted extensive screening of mail and better ventilation and testing at postal facilities and government agencies.

The FBI has blamed the attacks-by-mail on Bruce Ivins, a scientist at an Army biodefense laboratory, who committed suicide before he could be charged.

Anthrax can be difficult to treat, especially if someone has breathed anthrax spores. Millions of doses of antibiotics have been stockpiled since the 2001 episode, and two experimental toxin-clearing treatments also are being stored.

U.S. troops deploying to Iraq, Afghanistan and some other countries are required to get anthrax shots. Since 1998, more than 1 million have been vaccinated. After lawsuits objecting to the requirement, a federal judge suspended the program in 2004, finding fault in the Food and Drug Administration's process for approving the drug. The next year, the FDA reaffirmed its finding that the vaccine was safe.

Top Cain aide has checkered past (AP)

ATLANTA ? He is the man with the mustache who takes a rebellious drag on a cigarette in the Herman Cain Internet ad gone viral.

"We've run a campaign like nobody's ever seen," he says before taking a puff. "But then America's never seen a candidate like Herman Cain."

Meet Mark Block, Cain's unorthodox campaign manager. Perhaps no one is more responsible for the Georgia businessman's meteoric rise in the presidential polls than Block, a Republican strategist and tea party leader who's left a trail of questionable campaign work behind him.

Block has been accused of voter suppression and was banned from running Wisconsin political campaigns for three years to settle accusations he coordinated a judge's re-election campaign with a special interest group.

Records show Block has faced foreclosure on his home, a tax warrant by the Internal Revenue Service and a lawsuit for an unpaid bill. He also acknowledges he was arrested twice for drunken driving.

On the presidential trail, some former Cain staffers say Block broke promises. Traditional GOP strategists have been scratching their heads at his renegade tactics to win the White House, all but ignoring some early states in favor of a book tour and swings through states without early primaries.

Those who know Block say he's long been a maverick who isn't afraid to reset boundaries.

"Mark doesn't go to the how-to-run a campaign guidebook when deciding how to do things," said Jared Thomas, who was a state director for the anti-tax group Americans for Prosperity Georgia when Block led the Wisconsin chapter. "He's all about advancing conservative ideals and conservative goals, and he really doesn't mind stepping on toes in the process."

In an interview with The Associated Press at Cain's campaign headquarters south of Atlanta, Block acknowledged ruffling some feathers because he ? and the Cain campaign ? don't "fit the mold."

"Can you imagine Karl Rove doing what I did with that cigarette?" he said with a laugh, referring to George W. Bush's straight-laced political guru.

"It's a joke around here, `Let Block be Block," he says. He had been doing just that moments earlier, smoking his now signature cigarette on an office balcony overlooking a golf course.

The Web video has now been spoofed on just about every comedy show imaginable. And he seems both pleased and appalled at the attention it's received.

"This country is going to hell in a handbasket and that is what we're talking about?" he says.

Block's entry into politics came early. In 1974, he became the first 18-year-old elected to office in Wisconsin, capturing a seat on the Winnebago County Board of Supervisors.

But Block's reputation was marred when he was accused of illegally coordinating state Supreme Court Justice Jon Wilcox's 1997 re-election campaign with a special interest group that favored school vouchers. In 2001, he agreed to pay $15,000 and was banned from running Wisconsin political campaigns for three years to settle the case. Block made no admission of wrongdoing in the settlement. Block told the AP that he had not coordinated with the group and called the charges "ridiculous."

Unable to make a living in politics, Block paid the bills stocking shelves at a Target. He has the "Mark" nametag mounted on his desk at Cain headquarters.

Block said it was during those tough times that his home went into foreclosure and his personal life unraveled, resulting in two arrests for drinking and driving.

"That's why I don't drink anymore," he said.

But Block engineered a comeback when he was hired in 2005 as the Wisconsin director of Americans for Prosperity, the group founded by billionaire brothers Charles and David Koch. He also helped organize the tea party in Wisconsin and in that role met Cain, the former Godfather's Pizza chief executive who'd come aboard as a speaker after a failed U.S. Senate campaign in Georgia.

In Cain's new memoir, he writes that he and Block bonded when they were paired in a car for a whirlwind eight-stop, day-and-a half tour to launch new Americans for Prosperity chapters.

Still, it wasn't long before Block's campaign work again was being questioned.

In 2007, a local prosecutor investigated the group's robo-calls against a proposed $119 million school building referendum that would have raised property taxes. The prosecutor concluded that although the calls were misleading and distorted the impact of the referendum on taxpayers, the case was not strong enough to bring charges.

In 2010, a liberal group, One Wisconsin Now, said it had obtained an audio recording of a tea party meeting that indicated Block was involved in an effort to try to prevent legal voters from casting ballots in Democratic-leaning neighborhoods. A tea party organizer says on the audio that Americans for Prosperity had agreed to pay for sending a mailer to mostly Democratic-leaning minority and student voters and then use any of them returned as undeliverable to support their challenges at the polls on Election Day. One Wisconsin Now called it a notorious voter suppression scheme known as "caging," but law enforcement officials did not investigate.

Block also denied any wrongdoing in those instances, calling them baseless claims made by liberals who disagreed with his political views.

Working for Cain, Block has been accused by former Iowa staffer Kevin Hall of trying to cover up Cain's employment of Scott D. Toomey. Toomey was at the center of a financial scandal when he was part of a gay pride group in Madison, Wis., but later became a top adviser to Cain. Hall said Block told him to tell supporters that Toomey was not involved in the campaign and that they simply had Toomey continue working as an outside consultant, not a paid staffer.

Hall also complained that Block told him Cain would not spend as much time and money competing in the Iowa straw poll in August as Hall was promised when he was hired.

"There's a reason some people are former staffers," Block observes dryly.

In "This is Herman Cain!" the GOP presidential candidate writes that Block thinks outside the box.

"In my case, thinking way out of the box. And that's one of the reasons we have a great relationship," Cain wrote.

The American Cancer Society Relay for Life has been calling for UK community members to join the society and its signature event.

UK?s Relay for Life Paint the Campus Purple Registration Blitz Week started Monday and ends Friday.

?We are looking to register as many teams as possible in the following weeks,? Bethany McClintock, UK corporate sponsorship chair, said in an email to the Kernel. ?The more student organizations that we get involved on campus, the better the event that we can have.?

Relay for Life will take place on April 21, 2012. Until that time, teams with at least two people can raise money in various ways to support research studies funded by the American Cancer Society.

?It gives not only students, but anyone who is a part of the UK community, including faculty, parents and alumni, a chance to fight back against all cancers,? said Alana Baker, UK?s American Cancer Society representative.

For 2011, it is estimated that 822,300 men and 774,370 women will be diagnosed with cancer, according to the cancer society?s website.

Currently the society funds 220 research studies in hopes of finding a cure to eliminate the disease, Kathryn Garrett, UK?s Relay for Life co-director, said.

?As college students, it is the least we can do,? Garrett said. ?For most of us, we often forget how blessed and lucky we are to be healthy.?

During the Paint the Campus Purple week, the organization hopes to get as many teams to join as possible. Garrett said she wanted people to know that the American Cancer Society not only funds research studies, but also funds various programs.

The Hope Lodge is one program on UK?s campus funded by the American Cancer Society.

?The Hope Lodge houses cancer patients and one family member, free of charge, while the patient receives treatment in Lexington,?

Garrett said. Ryan Studer, a sociology sophomore, said he and his parents participate regularly in Relay for Life back home.

?It gives my family and I a sense of value and self-fulfillment to know that our contribution is helping some man, woman or child in need of help,? he said.

The Blitz Week ends Friday; however, teams still can form and raise money for the cause.

McClintock said the event will have a disc jockey, multiple food vendors with free samples and free giveaways. For more information, visit relayforlife.org.

Mass Effect Co-Op Takes Cue From Gears Of War

Around the time the game made it?s official debut, there were rumblings of a possible multiplayer mode in Mass Effect 3. Now BioWare has released some of the first official details of said multiplayer and it looks as though they?re taking their cues from Gears of War. Specifically, the Horde mode. Titled Galaxy at War, the mode will allow you and up to three friends to play as a customized character from a number of the game?s races (including Turian, Salarian, Human and Krogan) and classes. You?ll take down waves of various enemies before taking on a boss enemy. From the sounds of it, the mode could still use a bit of polish but shows promise. Hit the link for more details.

How Occupy Wall Street Influenced Bioshock Infinite

The Occupy Wall Street movement hasn?t just gotten the attention of the media and politicians, it?s grabbed the attention of game designers as well. Specifically the attention of Ken Levine, the creator of Bioshock and it?s spiritual prequel, Bioshock Infinite. In a recent interview, Levine mentioned how the movement has made it?s mark in helping to flesh out the Vox Populi faction of Bioshock Infinite. ?I?ve been spending a lot of time watching Occupy Wall Street. The complaint is that they don?t have a consistent message. It?s been interesting to reflect upon the movement?s message, watching it crystallize.? The political and sociological themes of Bioshock Infinite are one of the most intriguing aspects of the upcoming game, so it?ll be interesting to see where Levine takes this. I Am Alive Finally Resurfaces

The debut trailer for I Am Alive made a decent splash when it popped up a few years ago, back around the time the original Assassin?s Creed dropped. Many people thought it was being primed as Ubisoft?s next big franchise, but then things went dark for a while. The clip shows off the game?s unnamed protagonist and the post-apocalyptic setting. When the first Steel Battalion came out for the original Xbox, it made waves due to the absurdly elaborate (and expensive) controller it required to play the game. It was huge and employed all manner of sticks and switches for the player to control their giant, walking battle tank, including an ejector seat switch. Which, by the way, if you didn?t use it when your mech was about to get blown up, you?d die and your entire save game would be erased. Well, there?s a new controller to be used for the upcoming Xbox 360 game: You. That?s right, this one is being controlled via Kinect and this new trailer gives us an idea of just how those controls will be fleshed out.

Moderate 5.2 quake hits Calif. near Reno, Nevada (Reuters)

WASHINGTON (Reuters) ? A moderate 5.2 magnitude earthquake occurred on Thursday in northeastern California, 35 miles west of Reno, Nevada, the U.S. Geological Survey reported.

The quake struck at 11:37 p.m. Pacific time (2:37 a.m. EDT) at a depth of 8.5 miles in a sparsely populated area 90 miles northeast of Sacramento, California. There were no immediate reports of damage or injuries.

Dragon Go! (for iPhone)


When Apple announced that the iPhone 4S would come pre-packed with a speech-recognition personal assistant called Siri, some wondered whether they should upgrade to the new model just for this one amazing feature. Siri is only available on the iPhone 4S. But iPhone 4, iPhone 3GS, and iPod Touch users actually have access to a very impressive alternative: the Dragon Go! iPhone app (free). And in some ways, Dragon Go! actually works better than Sir (which is technically in beta at the time of this writing).

Dragon Go! is a voice search app from leading speech-recognition software maker Nuance. It can turn your iOS device into your own personal secretary. Tell it to buy Angry Birds, for instance, and it will fetch it from the App Store. Or ask it to find you movie times, and it will put Fandango right on screen for you, with geo-location match to find theaters near you. In its beta release, Siri has very limited abilities to interact with other apps, and that's one reason Dragon Go! is more impressive. It leverages the power of dozens upon dozens of apps and websites, from Open Table for restaurant reservations to YouTube to Twitter. The two big advantages Siri has over Dragon Go! are 1) it speaks back to you, while all of Dragon's interaction happens on screen, and 2) it can tap into some of your pre-installed Apple apps, like Calendar and Contacts. Additionally, Siri is offered in five languages (U.S. English, U.K. English, Australian English, European French, and German), with more reportedly coming in 2012, although it has very limited functionality in all languages except U.S. English. Dragon Go! only supports U.S. English.

Another popular and free voice-recognition app for the iPhone, Vlingo (free, 2.5 stars) doesn't even come close to Dragon Go! in terms of accuracy and the websites and apps it leverages to carry out commands or get you results. Of course, some speech-input is supported in the powerful search apps Bing (free, 4.5 stars) and Google (free, 4 stars), but all they do is search rather than use applicable apps. Dragon Go! is less about speech and more about getting things done using your apps as well as specific websites, and it does it extremely well.

Setup and Interface
Dragon Go! requires iOS 4 or later and some form of network connectivity (3G, Edge, or Wi-Fi). In addition, the app is currently limited to the iPhone 3GS ($49, 4.5 stars), iPhone 4 ($199.99, 4.5 stars), and fourth-gen iPod touch ($229, 5 stars). If your device meets these requirements, just head on over to the App Store for a free download.

On startup, the app takes you through a simple, five-screen tutorial. This is more than enough to give you a basic understanding of how to use the app, but you can always click on the Settings button to learn more advanced commands (more on those later).

The interface itself is almost comically simple. There's a big red button in the center of the screen. Press it, speak you search terms or question or command, then wait a moment for the results (make sure "detect end of speech" is turned on in the settings panel?otherwise you'll have to tap a button to let Dragon know when you're finished talking). The results page has a "Carousel" layout, with seven tabs at the top of the screen that you can scroll through for different kinds of results. For example, the first tab to open when searching for movie times is Fandango, but you could swipe on over to Google if you prefer. Ask Dragon to find "cute dog pictures," though, and Google Images will be the default tab.

There's an additional toolbar at the bottom of the screen that allows you to move back, forward, and reload a tab, or to remove the tab view completely so there's more room to see your search results. There's also a popup toolbar that makes it easy to share a link via SMS, email, Facebook, or Twitter. You can open the link in the Safari Web browser, or copy it to the clipboard.

Using Dragon Go!
Dragon Go! offers context-aware speech-driven search, not unlike the Google and Bing search apps. But Nuance's app brings a new design concept, the Carousel, a scrolling range of tabs for major sites where your results come from. The center button is the app's best guess: for example, a search for "Mexican restaurant" brought up the Yelp result in the center button. Nuance uses 180 popular content providers to deliver results, including AccuWeather, Bing, ESPN, Facebook, OpenTable, Pandora, Rotten Tomatoes, Twitter, Wikipedia, Yelp, YouTube, and Yahoo!.

Not only does Dragon Go show Web results, but it can also be used for voice control of standard apps and even some installed apps like Yelp's. You can tell Go, "Driving directions to the nearest ATM" and the map app will open. By contrast, after speaking the same phrase to the Bing and Google search apps, the results were nothing more than links to bank websites and ATM locater sites. (And Google pulled up a couple of ads in addition to the results, leaving room for only one actual link on screen; Bing had no ads.) You can also use Dragon Go! to start playing music either on the iPhone's built-in Music (formerly called iPod, pre-iOS 5) app or in a music app like Pandora.

Once you find the result you want, the app makes it easy to share the link to SMS, email, Facebook, or Twitter, or you can open the link in the iPhone's Safari Web browser or copy it to the phone's clipboard.?

Dragon Go! didn't always transcribe our words perfectly: We tried, "Make reservations at Nobu," and it heard, "Make reservations at knob food." But this was the exception. Dragon is mostly spot on. On another restaurant try, we received options of seeing results on a map, with the ability to call a restaurant directly, or to making a reservation through OpenTable.

When we asked for "directions to nearest ATM," Dragon launched the iOS map app. Perfect. Likewise, when we commanded, "Play Boards of Canada," a slick integrated version of the Music app launched showing all the songs by the fabled Scottish electronic lounge duo. Of course, you can also do this using iOS's voice control, but it doesn't work with apps like Spotify, Netflix, and Google+, while Dragon does.

Should You Download Dragon Go!?
To be sure, there's no dearth of ways to search on your iPhone or iPod Touch, but Nuance's Dragon Go! really does add a worthwhile option, especially for people whose curiosity has been piqued by Siri, but who don't want to buy a brand new phone just yet. And, even if you do have Siri on an iPhone 4S, you should try Dragon Go! just to see how it compares. Its speech recognition is nearly perfect, and its use of built-in and third-party apps makes the results you get more immediately useful and actionable.

The Status of Forces Agreement also stated, as a transitional step toward the 2011 total pullout: ?All U.S. combat forces are to withdraw from Iraqi cities, villages, and towns ? no later than 30 June 2009.? When Obama ordered that move into effect on schedule, many of his critics predicted that all hell would break loose, maybe even a return to civil war. And initially there was a small spurt of attacks. But since then, overall, Iraqi civilian deaths have gone down by more than half. (In 2008, on average 24 Iraqi civilians were killed each day by car bombs, suicide bombs, gunfire, or executions. So far in 2011, the average has been 11 per day?the lowest number since the war began in 2003. These figures are from the reputable private research group Iraq Body Count.)

Apple quietly upgrades MacBook Pro line

Anyone who's been keeping a close eye on Apple's product upgrade cycle knows that the MacBook Pro line of laptops was due for some changes. And those changes came on Monday morning ??in the form of some small spec bumps.

Without making a big hubbub about it, Apple has updated the MacBook Pro models listed in its online store to include improved processors, better graphics, and bigger hard drives.

The 13-inch MacBook Pro model now offers 2.4 GHz Intel Core i5 and 2.8 GHz Intel Core i7 dual-core processors (instead of 2.3 GHz Intel Core i5 and 2.7 GHZ Intel Core i7) while the 15-inch MacBook Pro now has 2.2 GHz Intel Core i7 and 2.4 GHz Intel Core i7 quad-core processors (instead of 2.0 GHz Intel Core i7 and 2.2 GHz Intel Core i7).?The 17-inch model is up to a 2.4 GHz Intel Core i7 quad-core processor (instead of a 2.2 GHz Intel Core i7).

Hard drive options have received a little bump as well, though only on the 13-inch MacBook Pro models which now offer 500 GB and 750 GB of internal storage (instead of 320 GB and 500 GB).?In lieu of the upgaded storage, the 15- and 17-inch MacBook Pro models have received improved graphics.

Prices on all models remain unchanged.

Remember Steven Slater?

A little over a year after he rose to national prominence by quitting his job as a JetBlue flight attendant - via a meltdown that included screaming at a passenger and sliding down the emergency escape - this Long island resident is free from the constraints of the law.

Slater was sentence to a year of probation after the incident, which included court-mandated mental health appointments. He was also forced to pay JetBlue $10,000 in restitution for the emergency slide.

"It's great to see that there is an alternate to hard time for cases that, in my mind, don't necessarily merit hard time," Slater told CNN this week. "This was a good alternative."

Rubio rebuts family history report (Politico)

Freshman Sen. Marco Rubio, a Florida Republican often mentioned as a prospective candidate for higher office, is facing questions about his family history after the Washington Post reported Thursday he embellished the story that his parents were forced to flee Cuba after Fidel Castro overthrew the government.

In speeches and on his official Senate website, Rubio has maintained that his parents came to America after Castro, whom he?s described as ?a thug,? took power on New Year?s Day 1959. But naturalization papers and documents reviewed by the Post reveal that Rubio?s parents first arrived in the U.S. and received permanent resident status more than 2? years earlier, in 1956.

Rubio vehemently denied the allegations Thursday night, saying in a statement that while he may have gotten some of the dates wrong, the ?essential facts of my family?s story are completely accurate.?

?To suggest my family?s story is embellished for political gain is outrageous,? he said. ?The dates I have given regarding my family?s history have always been based on my parents? recollections of events that occurred over 55 years ago and which were relayed to me by them more than two decades after they happened.

?I was not made aware of the exact dates until very recently.?

Rubio clarified that after arriving in the U.S., his parents ?had always hoped to one day return to Cuba if things improved and traveled there several times.? In 1961, his mother and older siblings returned to Cuba while my father took care of family matters in the U.S. After just a few weeks, his mother ?fully realized the true nature of the direction Castro was taking Cuba and returned to the United States one month later, never to return.?

?They were exiled from the home country they tried to return to because they did not want to live under communism,? Rubio said. ?That is an undisputed fact and to suggest otherwise is outrageous.?

Asked about the matter Thursday night, Rubio appeared visibly upset, repeatedly invoking his father, Mario Rubio, who died last year in Miami at the age of 83.

?My parents are exiles, which is the core of the story,? Rubio told POLITICO. ?My dad died a year ago unable to return to the nation of his birth. They wanted to go back. They tried to go back. My mom did go back. They came back in 1961 and were never able to go again ? that?s the definition of exile. ? To say otherwise is absurd, really absurd.

Calif poised to finalize 'cap-and-trade' plan (AP)

SAN FRANCISCO ? California is poised to formally adopt the nation's most comprehensive so-called "cap-and-trade" system, designed to provide a financial incentive for polluters to reduce greenhouse gas emissions.

State officials hope other states and Washington D.C. will follow suit with similar plans.

"When Washington considers how to address climate change, as I think it will, California's climate plan will serve as a role model for the national program," said Stanley Young, the air board's spokesman.

The California Air Resources Board on Thursday is expected to approve the final draft of its plan, a key part of the state's landmark 2006 global warming law, AB 32, which seeks to reduce the emissions to 1990 levels by 2020.

Some businesses regulated under the program argue it will hurt job creation by raising the cost of doing business in the state, and increase the price of electricity for consumers. But the program's supporters expect cap and trade to spur economic recovery and innovation, by pushing business to invest in clean technologies.

Starting in 2013, the plan places emissions allowances on power plants and other of the worst polluting facilities, with others joining in 2015. In total, the plan will cover 85 percent of California's emissions.

In general, the program will require pollution producers like refineries and cement manufacturers to buy permits, called allowances, from the state. Each permit allows for a specified amount of greenhouse gases each year, and will decline over time.

The permits can then be sold in a marketplace by companies who cut emissions and have extra allowances; or bought by greenhouse gas emitters who need to purchase more allowances because they failed to cut emissions.

Polluters could even turn a profit if the marketplace sets a price above the initial cost of the permit.

Also, a company can meet up to 8 percent of its emissions reduction obligations by purchasing carbon "offsets," or investments in forestry or other projects that reduce greenhouse gases.

To help companies prepare for the program, 90 percent of the allowances would be free in the first years, providing time for equipment upgrades.

Some of the regulated industries see the 10 percent they will have to buy at first as a new tax, and oppose the board's current plan.

"We are very concerned about the negative impacts the policy may have on the state's economy, jobs picture and energy costs," said Catherine Reheis-Boyd, president of the Western State Petroleum Association, in a statement.

"This policy, if adopted, will amount to a new tax on refiners and other energy intensive industries that could total billions of dollars over several years."

Any electricity price increases would have to be pre-approved by the state.

The cap-and-trade plan has seen a number of changes since it was first adopted with fanfare in Sacramento last year. Work was briefly halted by a judge after environmental justice groups sued, arguing that cap and trade's market would allow polluters to buy the right to pollute more by purchasing more allowances. This, they argued, would affect mostly low-income neighborhoods located near governed facilities.

The California Supreme Court in September ruled to allow work to continue on the regulations.

In response to the concerns about localized pollution increases, the board will vote Thursday on whether to adopt a new management plan, under which the air quality near power plants and other regulated facilities will be monitored by the board to see if any more pollution results from cap-and-trade.

"If so, we will take action to respond to those changes," Young said.

Newly discovered reservoir of antibiotic resistance genes

ScienceDaily (Oct. 20, 2011) ? Waters polluted by the ordure of pigs, poultry, or cattle represent a reservoir of antibiotic resistance genes, both known and potentially novel. These resistance genes can be spread among different bacterial species by bacteriophage, bacteria-infecting viruses, according to a paper in the October Antimicrobial Agents and Chemotherapy.

"We found great quantities of bacteriophages carrying different antibiotic resistance genes in waters with fecal pollution from pigs, cattle, and poultry," says Maite Muniesa of the University of Barcelona, Spain, an author on the study. "We demonstrated that the genes carried by the phages were able to generate resistance to a given antibiotic when introduced into other bacteria in laboratory conditions," says Muniesa.

Although we often think of antibiotic resistance genes as evolving into existence in response to the antibiotics that doctors use to fight human disease and that agribusiness uses to fatten farm animals, microbes had undoubtedly been using both antibiotics and resistance genes to compete with each other for millions of years before antibiotics revolutionized human medicine and resistance genes threatened their efficacy to the point where the World Health Organization considers them to be one of the biggest risks to human health.

Thus, the Spanish researchers suspect, based on their study, that these resistance gene reservoirs are the product of microbial competition, rather than pressure from human use of antibiotics. They note that the pasture-fed cattle in their study are not fed antibiotics, and they suggest that even if antibiotic feed additives were banned, new resistance genes might emerge while old ones spread from these reservoirs into bacteria that infect humans.

And if resistance genes are being mobilized from these reservoirs, it becomes important to understand how the resistance genes are transmitted from phage to new bacterial species, in order to develop strategies that could hinder this transmission, limiting the emergence of new resistance genes, says Muniesa.

Lady Gaga Does Marilyn Monroe At Pres. Clinton B'Day

Even with a galaxy of big stars on hand to honor former President Bill Clinton on his 65th birthday, it was, of course, Lady Gaga who made the big headlines Saturday night at the four-hour Clinton charity fundraiser, "A Decade of Difference."

Emerging on the stage from an all-white tree house, Gaga sang a sedate, unplugged version of "Born This Way" on keyboards, while wearing a giant cloth hat and flesh-colored cape over a similarly colored top and leggings. The backing track soon pumped up and a group of dancers came out as Gaga made her way down to the main stage and sang the line, "Don't be a drag, just be a queen," while the former president and his wife, Secretary of State Hillary Clinton, clapped and smiled along.

Wearing a blond wig, Gaga paid homage to Marilyn Monroe by changing some of the lyrics to "Bad Romance" to "Bill romance," prompting the president to later declare, "I thought, 'My God, I get Lady Gaga, and I will have a heart attack celebrating my 65th birthday.' "

"Well, I'm having my first real Marilyn moment," Gaga joked after the opening, running her fingers through her mane. "I always wanted to have one, and I was hoping that it didn't involve an accident with some pills and a strand of pearls, so here we are."

Gaga's set also included a run through "Edge of Glory," during which she said, "I wish you were playing sax with me tonight, baby," an homage to late E Street horn man Clarence Clemons, who played on the song, but a quip that Clinton could have also taken as a nod to himself, as he's also known for blowing a mean sax.

The show took place at the Hollywood Bowl to celebrate the 10th anniversary of the Clinton Foundation and, though his birthday was on August 19, Clinton was still feeling very thankful for all the fuss.

"I am the only person in history who got to be president and then had a post-presidential birthday party attended by both Lady Gaga and the secretary of state," Clinton said to the crowd, which included such stars as Colin Farrell and Chevy Chase. "I want to thank Hillary because we met 40 years ago this year. When I met her, she was already doing the kind of work you see here long before it was cool."

Also on hand to fete the former president was Stevie Wonder, who performed "Superstition," "Sir Duke" and "For Once in My Life," and U2's Bono and the Edge (accompanied by a laptop), who did acoustic versions of "Desire," "I Still Haven't Found What I'm Looking For," "Sunday Bloody Sunday," "One," "Staring at the Sun" and "Miss Sarajevo." The pair also unveiled the first-ever live version of "A Man and a Woman" from 2004's How to Dismantle an Atomic Bomb, dedicating it to Chelsea Clinton and her husband, Marc Mezvinsky.

The U2 singer praised the former president for his work in helping to broker peace in Ireland, saying that "at the top of the list" for playing the gig was the fact that his homeland is "truly at peace, north and south, because of the 42nd President of the United States of America," whom he dubbed the "most beloved president since JFK for us Irish."

Usher made news because he danced so hard that he split his pants during a mini-set that included a cover of the Joe Cocker take on the Beatles' "With a Little Help From My Friends," as well as his own "Yeah!" and "OMG." Also performing were Colombian pop star Juanes, country singer Kenny Chesney, Grace Potter and K'Naan. Among the celebrities on hand to make introductions were Ashton Kutcher, Ellen DeGeneres, Jason Segel and Maria Bello.

Who is stealing Sean Penn's sandwiches?

Stars are just as disorganized and unmotivated in meetings as some of the rest of us are. At least that's how it is in a humorous clip from Funny or Die in which Ben Stiller tries to elicit ideas for promoting the Clinton Foundation from famous faces like Jack Black, Ted Danson, Kristen Wiig and Sean Penn.

Wiig's brilliant idea is for everyone to stop breathing for one minute per day. Danson's plan is cribbed from a brochure. Matt Damon just really wants to start a foundation softball team ? the "Clinton Clobberers" ? and he's even designed the uniforms. Black calls in with his own catchy theme song for the group. And Penn is outraged that someone keeps stealing his bag lunches out of the fridge, even though they're clearly marked.

But things really get interesting when the former president himself calls in to check on the group. Or does he? The final scene is a hoot. And yes, you do find out who's snitching Penn's sack lunches.

The video is now online, but premiered Saturday at an event marking the 10th anniversary of the Clinton Foundation.

Philips TV deal at risk, plans 4,500 job cuts (Reuters)

AMSTERDAM (Reuters) ? Philips Electronics has all but abandoned hope of selling its loss-making TV business by the end of the year and is considering its options should the deal collapse altogether.

"The global TV market has deteriorated, and obviously the sooner we complete this the better, but we first need to finalize the negotiations, and whether we can do that this year or into the first quarter of 2012, there are some uncertainties with that planning," Chief Executive Frans van Houten told reporters early on Monday.

Philips -- the world's biggest lighting maker, a top three hospital equipment maker, and Europe's biggest consumer electronics producer -- said negotiations to sell off most of its TV business to Hong-Kong based monitor-maker TPV were intense, constructive and taking longer than expected.

"For the eventuality that a final agreement cannot be reached, Philips will consider its alternative options," said Frans van Houten, chief executive in a statement on Monday.

Speaking to reporters early on Monday, Van Houten said the companies were still negotiating, but that if negotiations were finalized, it could then take months to close a deal due to regulatory hurdles.

Both Philips and TPV said on Monday there was no agreed timeline to close the deal.

Van Houten also said it was too early to outline a backup plan for the TV business, which makes up less than 10 percent of group sales and has gone from being a global leader to a thorn in the firm's side, having notched up almost a billion euros in losses since the beginning of 2007, when competition with lower cost Asian rivals began to intensify.

"The TV negotiations are taking longer than expected, and there's no final agreement, which is a clear negative," said Rabobank analyst Hans Slob.

"That Philips says the negotiations are 'intense' doesn't sound very good either, and it looks like there is a clear chance they won't strike a deal," Slob added.

On Monday the Dutch firm reported falling third-quarter profits due to higher restructuring and raw material costs and sluggish European growth and said it would focus on operational and overhead cuts as part of its 800 million euro cost cutting plan.

Philips said it would aim to cut 4,500 jobs as part of the restructuring scheme to boost profits and meet its financial targets. That is about 3.7 percent of its non-TV workforce of just over 120,000, which had already been reduced by a 2009 program to cut 6,000 jobs.

Despite reiterating the firm's 2013 financial targets of 4-6 percent sales growth, and a margin on earnings before interest, tax and amortization (EBITA) of 10-12 percent, Van Houten said Philips had a long way to go.

"We are not yet satisfied with our current financial performance, given the ongoing economic challenges, especially in Europe, and operational issues and risks. We do not expect to realize a material performance improvement in the near term," he said in a statement.

On Monday the firm reported third-quarter net profit of 76 million euros, down from 524 million euros a year ago on sales of 5.394 billion euros, down from 5.46 billion euros.

Analysts in a Reuters-commissioned poll had expected third-quarter net profit of 53.8 million euros on sales of 5.341 billion euros.

The Dutch firm halved its third-quarter earnings before interest, tax and amortization to 368 million euros, down from 648 million euros a year ago, due in part to higher restructuring and acquisition-related charges, and lower earnings at its entertainment and consumer lighting units.

Philips had made a shock 1.3 billion-euro second-quarter net loss on writedowns at its lighting and healthcare units, due to weak consumer demand in Europe and North America, so analysts weren't surprised by the third quarter results.

In the past seven months, Philips has issued two profit warnings, slashed its long-term growth targets, and been hit by the combination of low-cost Asian rivals, rising raw material costs, sagging consumer confidence, sluggish construction markets and government budget cuts in the healthcare sector.

Philips's shares, which have tumbled almost 40 percent over the year, were trading up 3 percent at 15.24 euros at 0845 GMT.

Philips competes with Samsung and LG Electronics, among others, in consumer electronics, and with General Electric and Siemens in the hospital and lighting markets.

Halloween may be a couple of weeks away, but a competition to concoct the coolest canine costume has already been unleashed.

"People start working on their dogs' costumes right after Labor Day," said Garrett Rosso, organizer of the Tompkins Square Halloween Dog Parade.

"People take it quite seriously."

The annual pageant in the East Village park drew some 3,000 spectators and more than 500 dressed-up doggies last year.

The kooky contest began in 1990 and has grown bigger each year.

"We started out by giving a box of Milk-Bones to the top dog," Rosso said.

"Now we're giving out $5,000 in prizes. We expect the biggest crowd ever."

While Charlie Sheen costumes are all the rage among humans this year, the look hasn't translated to pooches as smoothly as some other celebrity impersonations.

"Last year, it was all Lady Gaga," Rosso said. "There was a Great Dane who didn't need a costume if you just looked at the face."

Irma Cede?o, an animal trainer who writes about dogs for About.com en Espanol, staged a runway show Thursday at Belvedere Castle in Central Park to give Daily News readers some inspiration.

She dressed friends' dogs as Spider-Man, a hot dog, and the Devil. A Shih Tzu named Leon rocked a pumpkin costume handmade by Cede?o's mom.

"It's so important to do something like this with your dog because there's a lot of bonding going on," she said. "You can get matching costumes?- I always suggest Scooby Doo and Shaggy."

Not every dog is down with wearing duds.

"I have a Rhodesian ridgeback who practices avoiding me from September on just in case I get any ideas," Rosso said. "She would be mortified."

Teamlab's hangers use RFID to take shopping into the 21st century (video)

Ever heard of an UltraTechnologist before? Yeah, neither have we, but a group of those imaginatively monikered folks have banded their engineering and design skills together to update the shopping experience. Issued from their Teamlab art collective, a batch of RFID-embedded hangers were put to the interactive test at Vanquish, a men's store in Japan's uber fashionable Shibuya district. So, how do these newfangled clothes hangers work? Garments lifted off the rack by a curious customer send a signal to a nearby screen that'll display a front and back preview of the selected outfit -- fitted to an impossibly chiseled model's body, of course. The Teamlab hangers can also be used to manipulate a shop's booming soundtrack and lighting, although we imagine that could get quite messy. So, if you count yourself amongst the claustrophobes that can't handle those encroaching dressing room walls or if you simply take your style cues from photoshopped images of perfection then, hey -- this tech's for you.
