FAA wants to boost airline pilot qualifications

WASHINGTON?? Airline co-pilots would have to meet the same experience threshold required of captains ? the first boost in four decades ? under regulations proposed Monday by the Federal Aviation Administration.

The proposed regulations would increase the minimum number of flight hours required to fly for a commercial air carrier to 1,500 for all pilots. Captains already have to meet that threshold, but co-pilots currently need only 250 hours to fly for an airline.

The proposal is the first increase in the threshold to become a co-pilot since 1973, when the FAA raised the minimum number of hours from 200 to 250.

Co-pilots would also need a "type rating" specific to the airliner they plan to fly, another requirement that has only applied to captains thus far. That would mean additional training and testing.

The FAA was required to propose the new threshold under an aviation safety law enacted in response to the crash of a regional airliner near Buffalo, N.Y., three years ago. Fifty people were killed.

Both the pilots in that accident had more than the minimum 1,500 hours. But the crash, which was blamed on pilot error, turned a spotlight on hiring and training at regional airlines. Pilot unions and safety advocates told Congress that co-pilots were sometimes hired at low wages with barely more than the 250-hour minimum and allowed to fly passengers after meeting no-frills training requirements.

"Our pilots need to have the right training and the right qualifications so they can be prepared to handle any situation they encounter in the cockpit," said Michael Huerta, FAA's acting administrator.

The proposal contains two carve-outs to the new experience requirements that weren't called for by Congress: Former military pilots will need only 750 hours to fly for an airline, and graduates of university or college flight schools need only 1,000 hours.

Hours accumulated flying small planes up and down beaches towing banners or other basic flying isn't as effective as fewer hours of quality training, FAA officials have said previously.

"The FAA believes a combination of training and flight experience is what makes a candidate qualified to fly" for an airline, the proposal said.

Most airlines require both captains and first officers to have more than the 1,500 hours, but those standards have sometimes dipped during periods when airlines were expanding and the pool of experienced pilots is shallow. Raising the experience threshold for pilots may force some airlines to raise wages, adding to financial pressures at a time when high fuel prices are eating up profits.

University flight schools have fiercely opposed the 1,500 hour requirement, arguing that it could make an airline career unaffordable because students would have to invest tens of thousands of dollars in extra flight time in addition to what they spent on college tuition. Some students might skip college altogether and use the tuition money for extra flight lessons.

But proponents of the new safety law, including pilot unions and air crash victims' families, said at the time the law was passed that in today's airlines where captains and first officers are expected to be able to fly planes equally well there should be no difference in the standard they are required to meet.

Scott Maurer, whose daughter Lorin was killed in the Buffalo crash, said he wasn't troubled by the carve-outs for some pilots since the FAA is still requiring co-pilots meet the same training and skills tests as captains before they can fly for an airline.

"Anything that prevents something like (the Buffalo crash) from happening again is a good thing," he said in a telephone interview Monday. "There is some comfort in knowing that another family might not have to feel the same things we do."

The public has 60 days to comment on the proposal.

NEW ORLEANS (AP) ? Bathed in spring-like warmth and showered with trinkets, beads and music, New Orleans reveled in the excesses of Fat Tuesday. A seemingly endless stream of costumed marching groups and ornately-decorated float parades led by make-believe royalty poured out of the Garden District, while the French Quarter filled up with thrill seekers expecting to see debauchery.

And they did.

Some in the Quarter had a sleepless night after Monday's Lundi Gras prequel party. The drinking was in full swing again shortly after dawn, and with it came outrageous costumes and flesh-flashing that would continue until police make their annual attempt to break up the merrymaking at midnight, when Lent begins.

Tom White, 46, clad in a pink tutu, bicycled with his wife, Allison, to the French Quarter. "I'm the pink fairy this year," he said. "Costuming is the real fun of Mardi Gras. I'm not too creative but when you weigh 200 pounds and put on a tutu people still take your picture."

His wife was not in costume. "He's disgraced the family enough," she said.

Brittany Davies struggled with her friends through the morning, feeling the effects of heavy drinking from the night before.

"They're torturing me," the Denver woman joked. "But I'll be OK after a bloody mary."

Indeed, the theme of the day was party hard and often.

Wearing a bright orange wig, a purple mask and green shoes, New Orleans resident Charlotte Hamrick walked along Canal Street to meet friends.

"I'll be in the French Quarter all day," Hamrick said. "I don't even go to the parades. I love to take pictures of all the costumes and just be with my friends. It's so fun."

Police reported no major incidents along the parade route.

Across the globe, people dressed up in elaborate costumes and partied the day away. In Rio de Janeiro, an estimated 850,000 tourists joined the city's massive five-day blowout. Meanwhile, the Portuguese, who have suffered deeply in Europe's debt crisis, defied a government appeal to keep working.

In New Orleans, the streets filled with hundreds of thousands of people.

The predominantly African-American Zulu krewe was the first major parade to hit the streets, shortly after 8 a.m. Most krewe members were in the traditional black-face makeup and the Afro wigs Zulu riders have sported for decades. They handed out the organization's coveted decorated coconuts and other sought-after trinkets.

In the oak-lined Garden District, clarinetist Pete Fountain led his Half-Fast Walking Club on its annual march to the French Quarter.

Fountain, 82, gave a thumbs-up to start off and his band launched into "When The Saints Go Marching In" as they rounded the corner onto St. Charles Avenue shortly after 7 a.m. It was the 52nd time that Fountain's group has paraded for Mardi Gras. This year, the group wore bright yellow suits and matching pork pie hats for its theme, "Follow the Yellow Brick Road."

Costumes were the order of the day, ranging from the predictable to the bizarre.

Wearing a purple wig, New Orleans resident Juli Shipley carried a gallon of booze down Bourbon Street and filled her friends' cups when they got low. "We're going to wander all day and people-watch," Shipley said. "That's the best part of Mardi Gras ? the costumes. They're amazing."

Partygoers were dressed as Wizard of Oz characters Dorothy and the Wicked Witch, bags of popcorn, pirates, super heroes, clowns, jesters, princesses and lots of homemade costumes with the traditional Mardi Gras colors of purple, green and gold.

At New Orleans' antebellum former city hall, Mayor Mitch Landrieu toasted Zulu's monarchs and special guests. Among them was New Orleans native and former U.S. Ambassador Andrew Young who was on a float with National Urban League President Marc Morial, a former mayor of New Orleans, his wife, Michelle, and their two children.

"It's good to be home," Young said. And saluting the good weather of the day, he added, "God always smiles on New Orleans when it needs it."

After Zulu, the parade of Rex, king of Carnival, made its trek down St. Charles Avenue and to the city's business district. Along the way, parade-goers pleaded for beads and colorful aluminum coins, known as doubloons.

Small groups of families and friends had parades of their own. The Skeleton Krewe, 25 people dressed in black skeleton outfits, wandered along the parade route, heading toward St. Louis Cathedral.

Along the parade route that follows the St. Charles Avenue streetcar line, die-hards had staked out prime parade-watching spots as early as Monday. Some had a Carnival-esque tailgate party under way early.

Stephanie Chapman and her family claimed their usual spot about 4 a.m. Tuesday and would be staying for the duration.

"This is a beautiful day and we'll be here until it's over. It won't rain on my parade, but if it does I won't pay any attention," she said.

Rain stayed away and temperatures were in the 70s. As the day wore on and drinking intensified, the combination encouraged raunchy acts in the French Quarter, where women bared flesh in pleadings for beads tossed to the street by revelers on balconies.

By midafternoon, some folks were tuckered out.

Alison Scott, 35, of New Orleans, was part of a group that had a small city of tents and canopies set up at Lee Circle. She and her family had been coming to the spot for about 40 years. "Believe me, I'm always glad to get here and then I'm always glad to go home," she said.

Her 6-year-old daughter, Shannon, was asleep nearby under a blanket of beads.

"She just pooped out. This is the first time she's stopped. She's been so excited all day," Scott said.

In the Cajun country of southwest Louisiana, masked riders went from town to town, making merry along the way in the Courir du Mardi Gras. And parades were scheduled elsewhere around Louisiana and on the Gulf coasts of Mississippi and Alabama.

The celebration arrived in Louisiana in 1682 when the explorer LaSalle and his party stopped at a place they called Bayou Mardi Gras south of New Orleans to celebrate.

Parading and street revelry would give way to Mardi Gras' elegant side, with the lavish and private grand balls of the Rex and Comus krewes on Tuesday night signaling the traditional end of the celebration.

Mardi Gras gives way to the beginning of Lent, the period of fasting and repentance before Easter Sunday.

Kindness Ranch is the only sanctuary?in the US that takes in all kinds of research animals. While new, it is the result of a decade of work, saving, and planning.

Laboratory animals have long held a special place in the heart of Dr. David Groobman, Founder of Kindness Ranch. Successful in business, Dr. Groobman first saved enough to provide for his family into the future. Once this was accomplished, he dedicated all the profits of his business for ten years to the ranch. He searched four years to locate the perfect 1,000 acre parcel near historic Hartville in Wyoming.

Groobman?s passion attracted caring board members to the cause. Together, they began planning for a sanctuary with the expectation that the residents will always receive the best in animal care and that dogs and cats would be rehabilitated in a home-like environment. Ground was broke in 2006. After building four guests yurts, a dog yurt, a cat yurt, and a managers? yurt, construction was finished in the summer of 2007.

States where workers see hiring increasing

Another sign North Dakota is going through boom times.

Companies across the country are hiring more workers, at least that's the case if you ask their employees. In 2011, 31 percent of U.S. workers reported that their employers were hiring, according to?Gallup?s Job Creation Index. Only 18 percent said that their employers were laying workers off. Of course, residents of some states report much higher rates of job creation than others. 24/7 Wall St. reviewed the Gallup Index, as well as a number of other economic indicators, and identified the eight states where residents think companies are hiring most.

To develop the Job Creation Index, Gallup asked those surveyed whether companies are hiring or letting employees go. While the national score reflects that most states believe employers are hiring, 24/7 Wall St.?s analysis suggests that self-reporting by workers may not perfectly align with reality.

These states are not experiencing the greatest recoveries -- including in employment -- as they have little to recover from. The states? strong economies may be affecting their residents? perception of the economy. Five of the eight states on this list are among the top nine states on another recent Gallup poll ranking states? confidence in the national economy. Those who live in states that are doing well see the entire country as doing well.

The majority of states where high percentages of workers reported job creation also have extremely low unemployment rates to begin with. Six of the eight states have among the 10 lowest unemployment rates in the country. North Dakota, the state where the largest share of workers reported that their employers are hiring, has the lowest unemployment rate in the country.

And while unemployment rates are low, the majority of these states have had relatively low unemployment rates for some time. Most did not have particularly impressive improvements in unemployment last year. Other than Utah and West Virginia -- the only states with exceptionally large drops in unemployment -- the rest have had low unemployment rates since 2006 and throughout the recession.

Housing markets in most of the states where respondents believe jobs are plentiful also have been stable. Seven of the eight states on the list are among the 15 markets that suffered the least from the third quarter of 2006 to the third quarter of 2011. Five of the states actually experienced increases in home prices over this period.

These are the eight states where workers say companies are hiring.

1. North Dakota

• Job creation index: 34
• Unemployment rate (Dec. 2011): 3.3 percent (the lowest)
• Change in unemployment (Dec. 2010 - Dec. 2011): -13.16 percent
• Change in home prices (2006 Q3 - 2011 Q3): 16.8 percent (the largest increase)

North Dakota has the highest job creation rate in the country by a huge margin. More than two in five residents, or 42.4 percent, report their employers are hiring -- the largest share among all states. Only 8.2?percent of workers say their employers are letting people go, which is by far the smallest percentage. The state also has the lowest unemployment rate in the country of 3.3?percent, nearly unchanged from the state?s prerecession unemployment rate of 3.2?percent in December 2006. North Dakota?s home prices have also increased 16.8?percent since the third quarter of 2006 -- the nation?s largest increase. The state has little to ?recover? from.

While sister Midwest states North and South Dakota have fared slightly better during the recession, Iowa has not been far behind. Between Q3 2006 and Q3 2011, home prices increased 0.4?percent, the seventh-biggest gain in the U.S. As of December 2011, the unemployment rate in the state was just 5.6?percent, the sixth-lowest rate in the country. According to Gallup?s job creation poll, 34?percent of state workers report their businesses are hiring. Nationally, that rate is just 31.5?percent.

3. Oklahoma

• Unemployment rate (Dec. 2011): 6.1?percent (10th lowest)
• Change in unemployment (Dec. 2010 - Dec. 2011): -10.3?percent
• Change in home prices (2006 Q3 - 2011 Q3): 3.5?percent (5th largest increase)

Oklahoma made it through the worst parts of the recession largely unscathed. Home prices increased 3.5?percent from the third quarter of 2006 to the third quarter of 2011. Oklahoma?s unemployment rate also remained below the national average. While it did not significantly decrease last year, falling from 6.8?percent at the beginning of last year to 6.1?percent by December 2011, it was notably lower than the national rate of 8.5?percent at the time. Still, 34.6?percent of Oklahoma residents report their employers are hiring workers.

4. Utah

• Unemployment rate (Dec. 2011): 6.0?percent (9th lowest)
• Change in unemployment (Dec. 2010 - Dec. 2011): -20.0?percent
• Change in home prices (2006 Q3 - 2011 Q3): -16.2?percent (20th largest decrease)

During the housing crisis, home prices in Utah dropped 16.2?percent, the 20th-biggest decline. However, real estate prices are starting to rebound. According to Fiserv-Case Shiller, home prices will increase 1.5?percent by the third quarter of next year, the seventh-biggest projected increase in the country. In the past year, Utah has seen one of the biggest improvements in unemployment. Between December 2010 and December 2011, the unemployment rate fell by 20?percent to just 6?percent. This drop was the second biggest of any state, behind only North Dakota. According to the Gallup?s job creation survey, 15.4?percent of Utah workers report employers are letting workers go compared to a national rate of 18.4?percent.
